Who was the Queen of the South during Biblical times?

In Matthew 12:42, "The queen of the south shall rise up in the judgment... for she came from the uttermost parts of the earth to hear the wisdom of Solomon" If we connect this with the account in 1 kings chapter 1, we will see that Jesus Christ was referring to the Queen of Sheba as the Queen of the South in this passage.
