Who built the clock tower in Jaffa?

We were walking Jaffa the other day and saw the clock tower. Who built, it and how old is it?

Jaffa clock tower is a landmark in Tel Aviv, made from limestone. Joseph Bey Moyal initiated the build of the clock tower. The first cornerstone was laid in 1900 and in 1903 the clock tower was completed. Baruch Papirmeister carried out the construction and because of his German schooling, the tower has a German-style.
