According to Josephus Flavius, the first fort at Masada was built by Jonathan the High Priest, although we don’t have satisfactory archeological evidence. A fortress complex was built there by Herod the Great. Herod began construction of the fortress after the fall of Jerusalem. It was completed in the year 31 BCE.
